February 3 Date set for Consolidated Facility

At a January 5, 2007 Meeting, Union and Management Representatives hammered out an agreement regarding work rules, vacation percentages, etc. for the immediate period following the consolidation of the two Springfield Plants. On January 5, 2007, a meeting was held between Local and Branch Representatives of Local 301 and the Postal Service at the Springfield Bulk Mail Center to discuss issues surrounding the consolidation of the Springfield Logistical and Distribution Center (L&DC) and the Springfield Bulk Mail Center/Processing and Distribution Center (BMC/P&DC).
 
At the meeting the Union and Postal Service came to an agreement concerning the issue of consolidation of the two plants regarding how work rules, sections and prime time vacations would be administered during the initial consolidation period.
 
The Postal Service notified the Union that at this time, there would be no change to the names of the current plants.  On February 3, 2007, the L&DC will be consolidated into the Springfield BMC/P&DC/Post Office and thereafter the Springfield BMC/P&DC/PO/L&DC shall be considered one installation.
 
Effective February 3, 2007, all vacant Duty Assignments available for bid in the Mail Handler craft shall be posted in all buildings for all Mail Handlers eligible to bid within the entire installation.
 
The parties recognize that the Mail Handler craft is on the verge of ratification of a new collective bargaining agreement, which will call for a round of Local Negotiations to take place for a thirty day period between September 1 and October 30, 2007.  In light of the circumstances of an imminent round of Local Negotiations being governed by a new collective bargaining agreement, the parties agree that the current local agreements shall remain in force until September 2007.  At that time there shall be a single set of negotiations that will result in a single LMOU that will apply to the BMC/P&DC/PO/L&DC installation.
 
The parties further agreed that the Postal Service will develop and post schedules for tours of the BMC/P&DC facility and the L&DC facility for Mail Handlers who are interested to sign up during specific time frames.  The parties agreed that these tours would be conducted off the clock.  It was agreed that these tours would be completed prior to the first combined bid posting, which is slated for February 9, 2007.
