Postal Service Announces Plan for Interim Consolidation of 1st Class 3-Day Destinating Mail PDF Print E-mail

Service Plans to Consolidate Outgoing Operations through Eastern Half of New England

The Postal Service Revealed Plans for an "Interim Consolidation" of 3-Day Destinating Mail operations from throughout the Eastern Half Of New England to a single "Consolidated" Operation in Northwest (Waltham) Boston.

The Postal Service from the Massachusetts District announced plans to start up an "Interim Consolidation" operation of 3-day destinating first class mail in the Northwest Boston Facility located in Waltham, MA.

The Plan calls for "thirteen feeder Plants" from the Boston, Southeast New England, New Hampshire-Vermont, Maine and Massachusetts Districts to capture 3-day destinating first class mail directly at the Automated Facer-Canceller Units in each of the "feeder plant" 010 operations and ship that mail via established over-the-road transportation routes to the Northwest Boston Facility, where it would be processed on Tour I in one consolidated destinating operation.

The Interim Consolidation Plan provides no specific date for start-up, but simply identifies the start date as, "TBA (To Be Announced)".   The Local Office has received confirmation that 3 day destinating mail from the Brockton Plant is currently being captured at the AFC's and at BCS machines and being shipped to Northwest Boston  for processing.  Independent efforts to confirm potential start-up dates for other identified "feeder plants" have been unsucessful as of this writing.  More details will be provided as soon as they become available.

Although it is difficult to project specific impacts on Plant personell, the immediate impacts to the Mail Handler Craft in each Facility would be greatest on downflow operations that rely on processed outgoing mail such as the Scan Where You Band (SWYB) , Air Mail (ACDCS), Strapping/Banding and Containerization Duty Assignments surrounding the Low Cost Tray Sorter (LCTS).  Obviously, the need for such assignments would be reduced in the event of the activation of such plans.
